Land Development Review & Inspection
Land Development Review & Inspection
The Office of Engineering reviews residential and commercial subdivision plats and commercial and industrial site plans to ensure compliance with applicable county regulations. Engineering review is conducted in coordination with the Office of Planning & Zoning and includes requirements under the Subdivision Regulations, Floodplain Ordinance, and Improvement Location Permit Ordinance.
Plan Review & Approval
Once all required staff reviews are satisfactorily completed, the submission is presented to the Planning Commission for approval. Following approval, the developer must provide a financial guarantee, or bond, to ensure that required site improvements are completed in accordance with the approved plans.
The developer’s consulting engineer typically prepares an estimate of the cost of all required site improvements using the Land Development Bond Estimate Form. The Office of Engineering reviews and approves the estimate before bonding can proceed.

Bonding & Permits
After the bond estimate is approved, the developer must provide surety in one of the forms authorized under the County’s Bonding Policy. Once the surety is received by the Bonding Administrator, a bonding agreement is prepared for signatures by the developer and County Commission.
After the plans have been approved and the bonding agreement has been properly executed, the required permits may be issued.

Construction & Inspections
Before construction begins, the developer must schedule a pre-construction meeting with the Land Development Inspector.
Throughout construction, the developer is responsible for scheduling required milestone inspections as work progresses. Bond reductions may be requested as improvements are completed, in accordance with the County’s Bonding Policy.
Once all required site improvements have been satisfactorily completed, the construction bond may be released.
